A few things:
1) Laptop brand/model is important
2) I'd upgrade to 8 GB RAM
3) Get a better processor than I3
Tk3's laptop is a much better deal because it costs less but has a better processor.

2) For most users, upgrading to 8GB of RAM will not make a difference. But for when it does, it would be much cheaper to upgrade it after-market instead. HP, like most CTO sellers, charges too much for memory upgrades.
3) Game performance depends more on the GPU than it does on the CPU, so many games will be fine with an i3. The i5-3210M upgrade may help in some games though. The OP didn't say what he was using the laptop for though. The I3 might not limit games that much now, but in one or two years it definitely will. Right now it'll probably have a bigger effect on overall laptop performance.
