I'm not sure why you need the fastest processor... but the fastest is generally Core 2 Duo > Amd Turion X2. Of course relative speeds matter (2.2 ghz amd > 1.6 core 2 duo). I think the fastest Core 2 duo runs at about 2.6ghz, but honestly, unless you are coding or decoding, you don't really need the fastest processor. If your looking for overall performance ram, hdd, and a basic graphics card will help in performance before you see a difference in processors. The fastest processors are just not worth the extra money in my opinion, especially if you can spend that extra money on other things for the computer. To answer your question about what laptop, everyone seems like like the Dell Xps M1530 http://www.notebookreview.com/price/...ay=priceDetail
I would recommend the T61p Although the 570m is based on the 8600GT GDDR3 but is the workstation version, with its GPU and drivers geared towards 3D graphics work. It will provide much better performance in 3D apps.
