    I know for the usb port but it's not this thing . it's my Internet service provider who does it , changing MAC address each day or several times per day.... I think that's why.

    Ahh, that makes sense now, perhaps randomizing the MAC daily is an option you can ask for them to change?

    Yup, recently I went through that, disconnecting the internet fixed it and I was able to create a local account.

    "Interestingly, clicking on ‘More Information’ revealed that if users did not want to use a Microsoft account, they could remove it after installation."

    Saw that too, but wasn't about to "taint" the install with that. Fortunately the "offline" install still works.
