I'm still on W10 Home and felt I shouldn't waste my money on BGA laptops and hence invest in LTSC and Pro for desktops.

hah, I'm already running LTSC 2019 on my old HP computer since mid-March 2019 when I downloaded & installed the LTSC 2019 refresh media (with build 17763.316) back then.

and that KB4516077 update for LTSC 2019 v1809 fixes a bunch of problems especially this one that they noted

I either run LTSC 2019 or 1809 Education/Enterprise on my old PCs - 1809 Pro is not good enough for me

    Cumulative Updates for Windows 10 1809 17763.775 (KB4524148) + KB4512577 as SSU | October 03, 2019
    upload_2019-10-3_20-14-40.png

Remember the servicing stack update must be installed first if you still haven't installed it.

    1) SSU (Servicing Stack Update) 10.09.2019 KB4512577
    windows10.0-kb4512577-x64.msu
Fixed an issue where adding boot-level vulnerable components to the secure boot block list (dbx) could cause the system not to start.

    2) CU (Cumulative Update) 17763.775 KB4524148
    windows10.0-kb4524148-x64.msu

The most important issue that has been fixed is a temporary problem with the Print Spooler service that may cause print jobs to fail. Another problem which was fixed:

    • Fixes an issue that could cause an error when installing Features On Demand (FOD), such as: B. .Net 3.5. The error is: "The changes could not be completed. Please restart your computer and try again. Error code: 0x800f0950. "
    Known issues with the KB4524148
    • Certain actions, such as For example, renaming files or folders that reside on a Cluster Shared Volume (CSV) may fail with a "STATUS_BAD_IMPERSONATION_LEVEL (0xC00000A5)" error. This occurs when you perform the action on a CSV owner node from a process that has no administrator rights. As a workaround: Perform the action as an administrator.
    • After installing KB4493509, devices with some installed Asian language packs might receive the error "0x800f0982 - PSFX_E_MATCHING_COMPONENT_NOT_FOUND". As a workaround: Uninstall and install all recently added language packs. For instructions, see Managing the Input and Display Language Settings in Windows 10.
    • We're investigating reports that a small number of devices can boot up to a black screen the first time they log in after installing updates. Workaround: Press Ctrl + Alt + Delete and then restart
    • After installing this update, Windows Mixed Reality Portal users may temporarily receive a "15-5" error code. In some cases, the Windows Mixed Reality Portal reports that the headset is idle, and pressing "Wake Up" may cause no action to be taken.
      • Workaround:
      • Close the Windows Mixed Reality Portal when it is running.
      • Open Task Manager by selecting the Start button and typing "Task Manager."
      • In Task Manager, on the Processes tab, right-click Windows Explorer and select Restart.
      • Open the Windows Mixed Reality Portal.

    Cumulative Updates for Windows 10 1809 17763.806 (KB4519338) + KB4521862 as SSU (KB4521862) | October 08, 2019

Remember the servicing stack update must be installed first.

    1) SSU (Servicing Stack Update) 10.08.2019 - KB4521862
    windows10.0-kb4521862-x64.msu

    2) CU (Cumulative Update) 17763.806 - KB4519338
    windows10.0-kb4519338-x64.msu

    Known issues with the KB4519338
    • Certain actions, such as For example, renaming files or folders that reside on a Cluster Shared Volume (CSV) may fail with a "STATUS_BAD_IMPERSONATION_LEVEL (0xC00000A5)" error. Workaround as for months: Run as administrator.
    • After installing KB4493509, devices with some installed Asian language packs might receive the error "0x800f0982 - PSFX_E_MATCHING_COMPONENT_NOT_FOUND". Workaround: Uninstall language pack and then check for updates
    • We're investigating reports that a small number of devices can boot up to a black screen the first time they log in after installing updates. Workaround: Ctrl + Alt + Del and then at the bottom right press Restart
    • After installing this update, Windows Mixed Reality Portal users may temporarily receive a "15-5" error code. In some cases, the Windows Mixed Reality Portal reports that the headset is idle, and pressing "Wake Up" may cause no action to be taken.
    Fixed issues with the KB4519338
    • Fixes a problem in the keyboard lock subsystem that may not filter the keystroke correctly.
    • Fixes a problem in security bulletin CVE-2019-1318 that may cause client or server computers that do not support Extended Master Secret (EMS) RFC 7627 to have increased connection latency and CPU usage. This issue occurs if you perform a full Transport Layer Security (TLS) handshaking of devices that do not support EMS, especially on servers. EMS support has been available for all supported versions of Windows since calendar year 2015 and will be gradually reinforced by the installation of the monthly updates from October 8, 2019 and later.
    • Fixes a problem with applications and printer drivers that use the Windows JavaScript engine (jscript.dll) to process print jobs.
    • Security updates for Windows Shell, Internet Explorer, Microsoft Scripting Engine, Microsoft Edge, Windows App Platform and Frameworks, Windows Cryptography, Windows Authentication, Windows Kernel, and Windows Server.
