I just did a fresh 1903 install and did this:

Install fresh 1903 via usb using MS Media Creation Tool. (do not connect to internet during install. unplug ethernet if applicable.) (follow Ultra Male install guide)
after install run Windows10Debloater. (download zip and run the GUI file ) It's awesome.
    reboot, etc..
    run O&O Shutup10 (free)
Install graphic card / specific drivers you need. (download those beforehand and have them ready on USB.
bulk install common apps using Ninite.
Tweak Win10 using Ultra Male tweaks.
Consider other anti-telemetry methods as discussed in this forum.
