Any recent update includes all previous updates, hence the word Cumulative

Dig around on the web and you'll find more, bruh... And soon we'll get 1909 Update developed on top of of the broken predecessor 1903:rolleyes: They should fix on 1903 and let it be as to early 2020 for then release a brand new OS, built from scratch!

Windows 10 KB4515384 is now causing audio issues on some PCs windowslatest.com | 12, 2019

“Something has gone totally wrong after September 10 update. The sound from my $2,000 PC setup has literally stopped coming. And it’s impossible to play games without the freaking sound. I have tried reinstalling the audio drivers, but it didn’t work. Guess I will have to remove this update,” one of our readers wrote in the comments section.

How to fix audio issues after installing Windows 10 KB4515384
It looks like the audio problem goes away if you change Windows Audio format to 16 bit (DVD quality):

    • Right-click the Sound icon on taskbar and Sound settings.
    • On Settings page’s Related Settings section, select Sound Control Panel.
    • Right-click the Default device on the Playback tab and select Properties.
    • Go to the Advanced tab and change the setting to 16 bit (DVD quality).
    • Click on OK to apply changes.

If the aforementioned solution doesn’t work for you, another way to resolve the issue is to uninstall this patch:
    • Open Start menu and navigate to Settings.
    • Click on Update & Security and navigate to Windows Update page.
    • Click on View update history > Uninstall updates, and choose the update. In this case, you have to select KB4515384.
    • Click on Yes when asked and restart your device.

Happy I still have my other computer on v1803, and happy I couldn't update the to the latest Cumulative update for v1903 even with the kind help from Ultra Male.
Don't need any more stress from Microsoft giving us more headaches and using us for Guinea Pigs to test out whats fixed and whats broken, more broken I'd say than fixed.

Solve Your Windows 10 1903 Audio Woes With This Official Microsoft Fix Hothardware.com | September 15, 2019

The problematic update is KB4515384 for Windows 10 1903. It contains some security enhancements and protections against a new subclass of speculative execution side-channel vulnerabilities (similar to Spectre and Meltdown), so it is not one that you want to roll back. However, some users have reported quieter audio in several games, such as Apex Legends and World of Warcraft Classic.

According to Microsoft, this a side effect of a change it implemented to improve compatibility.

"At the request of some of our audio partners, we implemented a compatibility change that enabled certain games to query support and render multi-channel audio. Due to customer feedback, we are reverting this change as some games and some devices are not rendering multi-channel audio as expected. This may result in games sounding different than customers are used to and may have missing channels," Microsoft said.

Yeah, Maybe start test your updates before you throw it out?

They never test them and never will ;-) At least there is an easy fix for it.
