GIMP 2.6 should do the trick. It's basically a free version of Photoshop, almost as powerful - if not as intuitive.

I've been using it for a few years now, and I did use older versions of Photoshop (6, 7, 8) back in the day. GIMP doesn't shame itself next to "the daddy" IMO.

Take a look at Paint.NET. It's also free and, IMHO, much easier to use than GIMP.

If its relatively 'simple' brightness / contrast editing, you could also try IrfanView. It's pretty good.

I highly recommend trying out the programs at Photo editor online - Pixlr.com edit image

Pixlr Editor is pretty simple for editing photos, but it's "online" only.
Photo editor online / free image editing direct in your browser - Pixlr.com

Pixlr Express is my favorite for filter "instagram" effects and overlays, but it's "online" only.

Pixlr-o-matic is a free filter "instagram" effects program for Windows.
