[Undervolt CPU + Repaste] vs [Undervolt CPU + Laptop cooling pads] = same result?

Has anyone here used "laptop cooling pads" with much success? I have undervolt CPU without much luck in reducing temps.
Next recommended step is to repaste, but a little cautious of it. If nothing else works then will look at repasting as last resort.

Would laptop cooling pads + undervolt produce similar results in cooling temps as undervolt + repaste? Or at least close enough results?

It's heavily dependent on laptop. But that's actually pretty decent for a cooling pad.
