I ran into a customer problem on downgrading a Panasonic Toughbook FZ-G1 from Windows 8 to Windows 7, so I am posting this to help any other users.
The customer had the downgrade disks from Panasonic but still could not install the downgrade.

They shipped the unit to us and we did the following:-

First a USB keyboard was plugged into the unit.
The unit was then powered up and F2 was pressed to enter the BIOS.
You then select the BOOT menu tab and set disabled under UEFI mode. (this will allow the unit to boot from a USB DVD drive).
Save and exit the BIOS and switch the unit off when it starts to reboot.

Unplug the USB keyboard and plug in the USB DVD drive with the first disk of the downgrade set.
Power up the FZ-G1 and follow the on screen instructions as the unit boots from the DVD and then installs Windows 7.

I ran into the very same issue when I was installing Windoze on my Motion C5 tablet. I used a powered USB hub and left the DVD and keyboard connected, along with a mouse to make the Windows install much easier.
