Fresh install of Windows 10 1909 which I suspect may actually be the problem but the options for disabling the light sensor for auto brightness are not anywhere to be found. It's super annoying when opening a page that has mostly white because the screen slowly ramps up brighter and brighter.

    Any ideas on disabling it?

This keeps happening on and off since 1803 as far as I can see via search. Here's how to add / remove the auto brightness settings to / from the current power plan, and other methods:

Add or Remove 'Enable adaptive brightness' from Power Options in Windows

See the "Related Tutorials" below for more fun feature tutorials that may be of interest, like:
I recall a time when I added a whole bunch of these to a power plan to see which worked on a laptop, some did, some didn't.

    Have fun :)

It doesnt hae an auto brightness sensor but intel has power saving options which do a similar thing. GO to the Intel GPU control panel and set everything to max performance.

Go to Intel graphics command center->system->power tab, there’s adaptive brightness on off options (mine on default off both on stealth late 2019 and Blade 15 2018 I think).

    Everything is already max performance.

This isn't dimming bright images. This is making it brighter which is the opposite of power saving features lol.

What you describe sounds like the usual intel iGPU "dynamic" contrast thing.
