How does Windows 7 determine when to start swapping stuff in and out of the page file?

With 16 GB of RAM, I've noticed that HDD activity greatly increases (and the system starts stuttering) once I pass 13 GB. On a more typical laptop with 4 GB of RAM, that would mean that Windows would start swapping stuff at just 1 GB of memory usage, which clearly doesn't happen.

the more logical idea would be to swap at 81.25% full (13gb of 16gb is 81.25% full) => at 3.25gb for a 4gb setup. that sounds plausible.

But i know more factors are in it.
