    You're missing a lot of details here, since there is nothing static the P=U*I stays invalid.
    But in short terms there is this thing where the voltage is high enough to saturate the shift level of these how to say internal mosfets where the signal transfer does not get too obscure in entire flow (symptoms like BSOD or freeze, the state of cpu gets lost).
    So when you undervolt the CPU will drain less power and will slightly loose of it's processing speed (the delays are propagated through it's "processing fabric").

    The current cap (reported) won’t stop you from run stock clocks if you have fixed the cooling(you said 42x all 8 cores at max). And none run P95 24/7 neither will all use Avx software. It’s for a reason Der8auer said use minimum 2 bin avx offset for their binned chips. Use it.

    Regarding MSI. The added Power cap stop nice OC benching.

    Anyone had experience with getting a different read with every attempt from a MX 25L6473F on a P775DM2MB-OD board? The software dump is consistent, but reading from hardware (as a belts-and-braces approach) gives me a different checksum and fails verification every time.

    Make sure there is a perfect contact in the BIOS clip. Brush the pins of it a tiny bit and carefully. Most likely it's reading the BIOS bad because of the contacts in the clip. Had the same happen to my bios at obsidian-pc
