Throttle stop isn't letting me change anything and I thought xtu wasn't good to use? Should I give it a try? And I thought if the bios has a certain limit nothing can change that above it.

You can’t find out without testing. And XTU won’t pop out and bite you:D

Have you tried a BIOS re-flash? Sometimes I have experienced some features not working properly until a 2nd or 3rd re-flash.

I flashed the bios to 1.7.3 then back to 1.5.0 still same power limit, 1.7.3 made the limit even lower >< but I do notice this cpu runs cooler than even my 9700k but then again the power limits are preventing over 130w but this cpu is at 4.7ghz atm and my 9700k would get hotter for sure. I'm learning to work with it but I will test putting my 9700k back in, in afew hours and see what happens and if power limit goes back up to 210000 in bios then I know something is up with proper compatibility.

What about going with something like a 9700k from silicon lottery? Possibly one tested to 5.1 or 5.2 ghz? That way you'd at least expect it to hit 5.0 all cores within the 51m?

Well I definitely see gains with this i9 and I guess I really Wana keep it because I know they will be gone after December January and price will be 1000 all over the place... Just like the 8086k is 450-600... $ and if I ever get a desktop... Or at this point considering a clevo I'll actualy be able to use the bios my way and not be crippled. But maybe I'll make it aware that this is happening with 9900ks in a video and see what dell can do.
