    The 1080 Max-Q drops to 700Mhz? Why would you even bother?

    Nvidia Whisper Mode similar to Nvidia Battery Boost reduces game settings and frame rate to accomplish a goal, quiet + extend battery.

    I did my own Nvidia Whisper Mode like settings by enabling Battery Boost, Adaptive Refresh rate and disabled Shader Cache and enabled in game Vsync. Game hovers between 30-60 FPS w/o lags.

    I created my own quiet and cool profile by undervolting my GTX 1080 all the way down to 0.800v and downclocking to 1733MHz. Then Clocked my CPU @ 4.4GHz and undervolted by -0.140. Barely loose an performance (about 7%)

    Mine is 980m, cant undervolt but underclock does wonders; several drops in temps w/ constant FPS of 60.

    Give it a rest, you can clearly see the topic is WhisperMode and tuning for low noise, so that's what we are doing here, not tuning for highest performance.

    Tuning your laptop for the mode you want to run it in has been going on for a long long long time, and it has nothing to do with Nvidia Max-Q Design.

    Nvidia has put into a GFE feature Whisper Mode that has the same things we have been doing with reducing frame rate and game settings to reduce CPU / GPU load to reduce fan noise, or even heat for those in temperate regions where the ambient temperature starts affecting game play.

    There's nothing wrong with it, get off the PERFORMANCE ABOVE ALL shouting box, and get real.
