At least after several driver releases NVidia finally acknowledges this issue:

-Rise of the Tomb Raider displays partial flickering in DX12 mode

Well, just done the Bible of Modded Nvidia installs and benched them, With the same OC settings from the 390.77 Drivers the new ones barely get to 10,800 (10,796) in firestrike let alone the i7 6700HQ / GTX 1060 Notebook combo ranking #1 (10,865). Will see how gaming is like but so far me no such a happy bunny when it comes to bench scores right now.

See my sig for #1 on firestrike.

Breaking pretty badly on a 9560. Causes multi second pauses without any significant disk or CPU activity when opening Windows explorer and running CMD as admin. Persists across multiple reboots, rolling back to 390.77 fixes this.

Probably the worst driver for me so far this year.

Edit: Running Windows 10 1709 (16299.248), fully patched and up to date.

You probably have a serious issue with OS.
Because on my XPS 9650 it's working just great. Without any glitches and problems, no pauses, no reboots, at all.
