I would go for the MSI, it has the best laptop screen IMO at the moment with a 120hz refresh rate and 3 ms response time for super smooth animation and fluidity and no ghosting in games or fast moving objects like in videos. Additionally, it has an awesome SteelSeries keyboard with per key RGB lighting.

If you get it from HIDevolution, you can opt for the thermal updates as well:

    Custom Built MSI GE73 Raider 8RF RGB-012 17.3" w/ nVIDIA GeForce GTX 1070

Then make sure you select this for the best cooling:

Thermal Grizzly Conductonaut on CPU + GPU, and Fujipoly Extreme Thermal Pads on heat sensitive surfaces – BEST PERFORMANCE – installed by HIDevolution

If you email donald@hidevolution.com and tell him your NBR Forum username, you can get the NBR discount as well.

MSI has the better screen. HP has the better chassis and keyboard so it's a tough choice.

If you can get the 144Hz option on the HP I think I'd go with that.

If not, you can do like I did, just bought the Chi-Mei G32 panel that's on the MSI and upgraded the blurry 120Hz display on the Omen. Best of both worlds!
Although I don't recommend it if you plan on keeping your warranty.

My temps are fine but it did require a slight undervolt to keep them in check with stock paste.
Now I have liquid-metal on it and have no issues, even overclocked it a bit. Stays under 85C while gaming.

I've never tried the 144Hz IPS. I can only talk from experience with the 120Hz IPS that's also sold with the Omen X and that screen is terrible IMO.
Colors are fine, not great, but it's a blurry mess! Although it's 120Hz the pixel response is horrendous and any game with lots of movement was harder to play.
From what I read the 144Hz IPS also on the Omen is a much better unit. It only suffers from backlight bleed in the corners but that's down to luck and if it bothers you or not.

IMO the G32 is still king of laptop gaming panels. It's really fast, no blur, and the colors are amazing. More amazing considering it's a TN panel. The MSI is a good choice particularly because of it.
But the keyboard on the Omen is really something fantastic. If clicky mechanical keyboards are your thing. That's why I made the effort to upgrade the stock panel on it. The 144Hz display isn't available in my country and I was getting very tired of the 120Hz IPS that comes with it. Here's how I did it:
