I hate Apple and Macs, however one nifty feature is that Macbooks may be connected in a sleep state, without opening the lid, to an external monitor & wireless keyboard, resuming from sleep.
Is there any laptop that will allow this?

Windows has the setting 'Choose what closing the lid does'. Setting this to 'Do nothing' will have a similar effect to what you describe.

But I don't think that's what he wants. He wants to wake from sleep function. In the sense that the laptop wakes up when he plugs in the external monitor. Not sure if some business class machine doesn't have that feature, but they should.

Ummmm you can do this with any of the PC laptops that connect to a proprietary dock. ie: Dell E-dock, etc.

So basically any laptop with a docking station should do the trick for him?

I think all Lenovo Thinkpad T series, Dell Latitude 5000 series and above and HP Elitebook laptops support a docking station.

Pretty ugly the E-dock, but it could be a solution. I wonder why Apple makes smarther solutions. I hate them

Many laptop and desktop computers have a setting that allows USB devices to wake the system from sleep. If you use a USB mouse or keyboard and that setting is enabled, moving, clicking or punching one of the keys will wake it. I have never tinkered with it because I never use sleep or hibernation.
