I'd like to undervolt my 1070MXM and I want to know which utility is best

    In the past I have used MSI Afterburner and the Asus tweak tool to OC my Rad HD 7850 but I want to know which tweaking tool is best for pascal.

    I am not entirely certain, but I think that people who tried undervolting Pascal series ended up also underclocking the GPU because the clocks are tied to the voltages.
    In such a scenario, I don't know if its doable to undervolt without actually dropping clock speeds on Pascal as well (though, usually, undervolting means simply to drop power fed to the GPU on specific clocks without changing them).

    You are correct. Undervolting drops clocks and impairs performance on Pascal. It is a pretty sad engineering stunt by the Green Goblin. It makes proper tuning almost impossible, and signed firmware requirements are essentially ruining everything for most. I understand that Team Red has pulled the same Retarded Nazi move with their GPU firmware cancer filth as well. The more the idiots of the world embrace BGA filth, consoles and smartphones as legitimate options the worse this control freak nonsense is going to get.

    Hey have you tried liquid metal on your gpu? Ive gotten great results on the zotac 1070 mxm. Just gotta be brave and have steady hands.

    No I'm using Geil Extreme and i have been pretty happy with its performance. The only reason I was looking into undervolting was because GTA 5 was causing my CPU and GPU to pull so much power that my laptop was hitting some kind of limit that was causing my cpu clocks to drop clock to 800mhz whenever the CPU got close to 44watts

    Have you already tried ThrottleStop to avoid the CPU throttling?
