Not only for Steam but for every digital distribution store as well. And before anyone will start saying "this will make developers bankrupt" - no, it won't. It will just teach them to make GOOD games which people will be willing to pay for new copy instead of used, especially when it comes to multiplayer games which people can play for months or years if the game is good (like I did with TF2, which I used to play almost every day for several years). People who want to thank developers who made GOOD game can always buy an extra new copy for their friends anyway.
