If you provide a little more details(OS, application error..?) we could help you faster/better.
    Is this an AutoCAD error?

    Try this

    OR
You don't need AutoCAD to be running to get that error.

Did you have a prior version of any Autodesk software installed, or a help application that you've since uninstalled?

From what little I gathered from a quickie google (always remember, google is your friend - first and last), the "DBX CAS 4" error is fairly common with Autodesk products.

Essentially, it seems to boil down to a security problem where RSA encryption cannot be done properly.

There is an msdn forum thread that gives a brief discussion and some links to some fixes here, and a work-around from Autodesk on page 6 of this document. However, since that work-around involves deleting a value from the registry, make sure you back up the registry first before you delete it!

If that doesn't do it, or if you're unsure about editing the registry, then check through some of the other hits that come up on the aforementioned google and see if anything else strikes your fancy.
