I couldn't get USB and DVD-CD to the top of the boot sequence after many times trying. HDD is always on top despite how hard I try (by putting check mark). Can somebody show me how to solve it? The notebook is Dell Inspiron 1404 (blue) that has a Core 2 Duo T7350 CPU. Thanks all.

Make sure you exit AND save changes. I know it sounds basic, but it seems like you're simply exiting and discarding the changes made.

Just double check how you're exiting the BIOS.

I cannot change that Option in my Studio XPS 1645 BIOS, too. Just hit F12 when Bootscreen appears and you get to the menu to choose your boot-medium.
