I have a Dell M4800 with Docking station. Apparently the one with USB 3. It also has a esatap port.

Should the esatap port with a esatap cable be able to power 3.5 " HDDs? Because when I plug in a 3.5" HDD, it does not power up. A 2.5" HDD instead does power up.

No. 2.5" drives only need 5V power. 3.5" drives need 5V and 12V. eSATAp only outputs 5V (using the USB pins, since that is what USB outputs).

You probably will be able to find a 3.5 to USB 3/eSATA adapter with external power/ extra USB port for power
