As I know you don't have all core 4.5 GHz, as max all core boost for 9750h is 4GHz or 4.1 if you unlock bios and bclk control to gain 3% bclk so the bclk clock would be 102.98 not 100( to be precise 97.7 as by default there is active bclk spread so you newer get for example 4ghz but 3.98ghz)

    Or I missed something?

Sorry, I was using the GT75 8950HK RTX 2080 Titan-013 in my example.

I should have mentioned the laptop and config in my post, but at the time I was focused on talking about co-existing with DGC and XTU together, and was using this laptop as an example.

    Sorry to confuse. :)

And that cpu explains everything ;)
I would try to "kill" that kind of setup with bypassing any kind of power limits ;) and oc.
I tried to kill my old good ge72vr that I have in my signature but it cant die. One time I had blackout on my screen while stres testing with thinking "oops gpu vrm died" as I was pushing almost 170W from this bga gtx1060 and I was ready for buying new lap but it was just a power brick as it was 180W so I bought 230W and retested and it was just fine than. XD
