    Starting in Chrome OS version 73, is the ability to have native PDF markup in the Chrome browser.

    You have to enable it by browsing to chrome://flags/#pdf-annotations and select enable, then restart your browser. Then you can use the markup pen or highlighter. Works best on touchscreens. No stylus needed.

    And what's even nicer is you can do the markup from within the files app:
    With the PDF downloaded to your chromebook, open the files app and select your pdf (without opening it in the chrome browser), then hit spacebar to quickview and edit.
    After the edit, just select the download arrow to save it.
