Cheap 17" touchscreen...

    We are in need of a 17" touchscreen laptop for our customers to fill our the ATF 4473 form for a firearm background check. The only program we need is Chrome browser to open up the URL to the form. It does not need much RAM or HD space. Customer comes in, fills out the form, which is on a cloud, we pull it off the cloud on another computer and process it. The customer has the options of using the mouse, a stylus or their finger in combination with the keyboard. It's a very simple use computer. We prefer the 17" screen for customers who have a hard time seeing the screen... so the larger the better in this case.

    The least expensive model I have found thus far is at Amazon... it's an HP for 650 bucks. ASIN is B07RR7JDKK if you want to see it for comparison. We were lucky and found 3 Dell units at B&H for our other store for 350 bucks each, but haven't seen any of those anywhere else.

    Cheap

    2) What size notebook would you prefer?
    17" TOUCHSCREEN - Touchscreen is required
    3) Which country will you buying this notebook?
    USA

    4) Are there any brands that you prefer or any you really don't like?
    Doesn't really matter
    5) Would you consider laptops that are refurbished/redistributed?
    Yes with warranty or easy return policy if they don't work

    6) What are the primary tasks will you be performing with this notebook?
    Using it for our customers to fill out a form - this is it's one and only use.

    7) Will you be taking the notebook with you to different places, leaving it on your desk or both?
    No

    8) Will you be playing games on your notebook? (If so, please state which games or types of games?)
    No

    9) How many hours of battery life do you need?
    Irrelevant... it will stay plugged in all the time.

    10) Would you prefer to see the notebooks you're considering before purchasing it or buying a notebook on-line without seeing it is OK?
    Do have to see it.... online is fine.

    11) What OS do you prefer? Windows, Mac OS, Linux, Chrome OS, etc.
    Windows 10

    Screen Specifics

    12) What screen resolution(s) would you prefer? (See further below for explanations.)
    Doesn't really matter... but it must be 17" touchscreen.

    13) Do you want a glossy/reflective screen or a matte/non-glossy screen? (See further below for explanations.)
    Matte will probably work better.

    Build Quality and Design

    14) Are the notebook's looks and stylishness important to you?
    No

    Notebook Components

    15) How much hard drive space do you need?
    Whatever the minimum is... only using it for a form... don't need anything but a Chrome browser.

    Timing, Warranty and Longevity


    16) When are you buying this laptop?
    Immediately

    17) How long do you expect to use this laptop?
    3-4 years (however long it last)

    18) How long could you afford to do without your laptop if it were to fail?
    Not very long, but we have a backup that is not touchscreen.

    19) Would you be willing to pay significantly extra for on-site warranty, or would it be acceptable to you to have to ship the laptop to the vendor for repair with perhaps a week or more outage?
    Not paying extra for warranty.

    You were lucky to get those 350 dollar ones. Nothing close to that I could find.

    Ran across this on NewEgg, though I know nothing about the machine or seller. Which Dells did you find at B&H?
