Alright, I'm going to try to be as concise as I can with this description:

CF-19C (mk1). came without a hard drive so I installed a fresh copy of Win10 x86 on it. Almost everything works perfectly and decently fast for my limited needs. Two things do not work, the touchscreen and the tablet buttons.

    Touchscreen:

The touchscreen originally only partially worked, as in the cursor would only move up and down and was stuck along the left side of the screen. I replaced the digitizer and am able to move the cursor around freely. However, Windows 10 reports there is "No pen or touch available." Following the install instructions for the Fujitsu touchscreen drivers, I am not getting the HID-compatible touchscreen to show up in the Device Manager. The only thing that shows is a "USB Input Device." I also am not able to complete the installation of the Fujitsu drivers for the touchscreen. The install program gives me an error that says "The installation isn't complete." I try to run the touchscreen calibration utility, but it freezes and a dialog box comes up that says "Data Read error." Under the Device Manager > Mouse, I have both HID-compatible mouse as well as a PS/2 Mouse. I don't know how the touch screen is functioning when Windows itself says there is no touch screen available, and there are absolutely no drivers installed for the touch screen.

    Tablet Buttons:

I installed the tablet buttons in the order specified by Panasonic: starting with the button manager and then installing the driver itself via Device Manager > Update Driver. Windows will not allow me to install the drivers with a "Windows could not find drivers for your device" error. As such, the tablet buttons remain under the Unknown Device menu. I also have a second Unknown Device, with no available Hardware ID. I have tried following other suggestions of manually copying files to the System32 folder, and unfortunately that hasn't helped either. A later revision of 19 comes with a PDF of the installation order for various drivers, and in there it explains that the tablet buttons should be at MAT000F, but my buttons in the mk1 are located at MAT0020. Not sure how that would prevent drivers from being installed.

Am I trying to do the impossible by running 10 on a mk1 CF-19? Should I format and just throw XP SP3 on it?

Try 32-bit Xubuntu or another light Linux distro if you don't really need Windows there.
I've finally got rid of Win10 on MK2 because of periodic CPU throttling while using modern software like Zoom. Throttlestop helped a bit, but it was a crutch.

Unfortunately I need to stay Windows based. I have a variety of two way radio programming software that I use on a regular basis, and they all operate within Windows environments only!

WinXP if your software supports it and if you don't need modern software.

XP or Windows 7 32 bit, Windows 10 will be a pig on a CF-19Mk1. Then use the driver pack for your model and you should be in business.

No driver pack for the MK1. They start at MK7 now unless I missed it. They did at one time.

They cleaned a lot out last time they did that big upgrade. I am glad I have a lot of the older drivers saved.
