I've tried them all, EaseUS, AOMEI, etc. The best one is from MiniTool and no I'm not talking about the latest version like v12 which are very bloated now and contain ads. It's the older MiniTool Partition Wizard Free v9.1

It's free and still works even on the latest version of Windows, no bloatware or ads. You only need to block it from the Windows Firewall so it won't nag you to upgrade to the latest version.

    1) Download MiniTool Partition Wizard Free v9.1

    2) Ensure the file is not blocked (since it's a file you downloaded from the internet) by right clicking on it, choose Properties, then at the bottom, make sure it doesn't say something like "this file came from the internet and might be blocked....). If it does, simply click the Unblock Button on the bottom right, hit Apply, then Ok

To prevent Windows from automatically blocking downloaded files, see this guide:
"Are you sure you want to run this file?" [Yes or No]

    3) Right click on MiniTool Partition Wizard Free v9.1.exe and choose Run as Admin to start the installation.

    4) Once it's installed, before launching it, go to Control Panel > Windows Defender Firewall

    5) From the left pane, choose Advanced settings

    6) From the left pane, choose Inbound Rules

    7) From the right pane, choose New Rule...

    8) The default option is Program, leave it at that and hit Next

    9) Click on Browse from where it says This program path:

    10) Navigate to: C:\Program Files\MiniTool Partition Wizard and choose PartitionWizard.exe

    11) Press Next

    12) Select the 3rd option which says Block the connection

    13) Hit Next on the next screen keeping all the boxes checked

    14) Give it a name. (ie. MiniTool Partition Wizard)

    15) Press Finish

    16) Repeat the same steps for Outbound Rules
