There is really no such thing as "best" defragmentor, you'll get a lot of replies as to good ones. IMO Puran Free Defragmentor suites me fine. It is quick and effective and good enough to recommend. I have also used defraggler which was good as well.

Umm, Windows 7 defrags by itself. And as far as XP, I'd use the built in utility and just set a schedule.

The one built into Windows if its for the OS drive.

For my external HDD I like an older version of myDefrag because I can consolidate free space which allows me to write to it faster :) - but do NOT do that on an internal OS drive.

I use defraggler, and have also used Auslogics Disk defrag
Both are good apps, however I have heard that the built-in defrag in 7 is also good

+1 for Windows 7 defrag. If you want a thorough defrag run it in admin mode from the command prompt and type c:\Windows\System32>defrag c: -w -v

I recommend running the built in Windows 7 Defragmenter. In my experience, it seems to be highly effective. There is a batch file someone in the forums created (can't seem to find it) that will also tell the defragmenter to defragment boot files that have been cached by SuperFetch. Windows 7 will do this automatically provided it is given enough idle time (and it doesn't go to sleep during the process).

Otherwise, I've had good experiences with Defraggler and Auslogics (both are easily downloadable on ninite.com)

I don't really consider the paid defragmenting solutions anymore, they don't offer any additional or superior features over the solutions listed above.

With NTFS, all you really need to 'defrag' are the page and hibernation/sleep files.

It it easy enough and possibly faster to do that much manually. The built-in windows defragger will do it for you with pretty pictures.
