Barely visible horizontal flickering lines on secondary monitor

    Hello everybody.
    My secondary monitor connected to laptop via VGA has horizontal flickering lines only when laptop is plugged in.
    When not charging it's ok, and I tried different AC adapter and it's good too.
    So, I understand that AC adapter is defective but what relations between laptop charging and secondary monitor?
    Note: Checked also adapters voltage. 19.1 V (which is ok), 18.95 V (which causes flickering lines)

    Have you tried using a more modern connection than VGA if the monitor supports it?

    No, monitor supports only VGA and DVI.
    It's not VGA cable issue.
    When I plug in AC adapter it happens.

    That's far from the point. VGA is analog - since the AC adapter causes issues, it could be due to digital noise (either a fault of the adapter, or perhaps the A/C in your house isn't "clean" - you could test by seeing if you have the same issue elsewhere, which would suggest the adapter is to blame).

    Since a digital signal is more discrete (high or low only, not continuous like an analog signal), it may not have the same problems as the analog signal over VGA. This suggests any form of DVI other than DVI-A may help.
