LOL maximum speed of 2.4ghz is 38mbit per second, so the value that you have is legit ahahhaha. As i think you connect the laptop to the wrong wireless, you have to use 5ghz that can be as high as your connection do (as i think you use in your other laptop)

BIOS 305, something has changed for sure on fan curves:

-for all profile modes= fans ramp up more slowly with no drastic increases. Example, if you set turbo mode fans does not ramp up suddently as before, they stay calm and then increase fast to a higher level (before they ramp up pretty instantaneously to a higher level).

-manual mode= now this mode really works, you set 100% and fans go to 100% (6800rpm for cpu, 6000 gpu), you set 0% and pc go FANLESS (incredible), but i not reccomand this because temps will go really high even for browsing (such as 80° degress just browsing the web). This is a really great thing.

In other aspects scores are the same, and i don't find any major changes.

I'm getting the following HWiNFO64 performance limit reasons on my new laptop when plugged in: IA: Electrical Design POint/Other, IA: Turbo Attenuation, GT: Max VR Voltage ICC Max PL4, GT: Fuses Limit and RING: Max VR Volage, ICCMAX, PL4. Is this normal? My clock speed is still just under 4gh for the CPU
