I answered the questions below but some were missing (tactile screen, convertible laptop, RAM size), so here's a quick summary of what I'm looking for:
Convertible, 3:2 (or 16:10 but I prefer 3:2) tactile screen, Ryzen 4000 (or 5000) series, 16 GB RAM, fair price. I can live with an average screen quality, a plastic construction, an average keyboard

    1) What is your budget?
    Hopefully under $1000, maybe $1200

    2) What size notebook would you prefer?
Anywhere from 12" to 15", with a preference for 13-14"

    3) Which country will you buying this notebook?
    France

    4) Are there any brands that you prefer or any you really don't like?
    Nope

    5) Would you consider laptops that are refurbished/redistributed?
    Yes

    6) What are the primary tasks will you be performing with this notebook?
Very heavy Chrome user (over 100 tabs isn't rare), video watching, spreadsheet magic

    7) Will you be taking the notebook with you to different places, leaving it on your desk or both?
    Both

    8) Will you be playing games on your notebook? (If so, please state which games or types of games?)
    Probably not

    9) How many hours of battery life do you need?
    4+

    10) Would you prefer to see the notebooks you're considering before purchasing it or buying a notebook on-line without seeing it is OK?
    I don't care if I don't see it before

    11) What OS do you prefer? Windows, Mac OS, Linux, Chrome OS, etc.
    Windows

    Screen Specifics

    12) What screen resolution(s) would you prefer? (See further below for explanations.)
    I don't care but I want 3:2 or at least 16:10

    13) Do you want a glossy/reflective screen or a matte/non-glossy screen? (See further below for explanations.)
I would prefer matte but I understand that's excessively rare with tactile screens

    Build Quality and Design

    14) Are the notebook's looks and stylishness important to you?
    Nope

    Notebook Components

    15) How much hard drive space do you need?
    256 GB minimum, ideally 512

    Timing, Warranty and Longevity

    16) When are you buying this laptop?
    Within the next 30 days

    17) How long do you expect to use this laptop?
    5-10 years (yeah, seriously)

    18) How long could you afford to do without your laptop if it were to fail?
    2 months

    19) Would you be willing to pay significantly extra for on-site warranty, or would it be acceptable to you to have to ship the laptop to the vendor for repair with perhaps a week or more outage?
    Willing to ship it

There are lots of Ryzen 4000-based 2-in-1s but none that I'm aware of have greater than a 16:9 aspect ratio display. The Surface Laptop is 3:2 but is still using a Ryzen 3000 CPU.
