That seems pretty unlikely. Witcher 3 came out 2.5 years ago, a 1060 gets 37 fps on Witcher 3 on high settings, 39 on ultra.

Similar results on PUBG. 1060's not bad, but I'd be super wary about suggesting in 3 years it will play new games at 60 fps/high. I'd be a lot more comfortable making that claim about a 1070 which gets 105 fps on high instead of 67, and 59 on ultra instead of 39.

For $1900 you can get a laptop with a 1080. You can definitely get decent 1070 laptops for under that price.

$1529 buys a Acer Predator, admittedly only 85% sRGB, but it's not a truly terrible display.

MSIGX63VR-NE1070 has a better display, and is $1,549.

Both have 7700HQ's, 256 GB SSD's+1 TB HDD, GTX 1070s, and 16 B DDR4. MSI has the better display, the Acer as better cooling. I'd pick the Acer personally as cooling is more important to me personally.

If I was going to spend $1,900 on a laptop I'd get an ASUS ROG GL702VI-WB74. $1,899, 7700HQ, GTX 1080, 120 HZ display with GSYNC. Display's about on par with the Acer and MSI, but superior cooling. I don't see any reason to even think about a laptop with 1070 at that price point unless it has something truly unique like a mechanical keyboard in lieu of the 1080.
