Did you *turn off* the laptop after flashing the 8A vbios?
Flashing the 8A Vbios and rebooting does absolutely nothing. The laptop MUST be shut off completely and unplugged first, then turned on again.

I did shut it down but I didn't unplug it. Afterburner is reporting 1645MHz so it looks like it is working.

The 8A vbios simply caps the GPU voltage at 0.881v (usually 0.875v), not at any particular clockspeed.
The "faulty" 1070's would crash when the voltage reached 1.013v.

It's running at 0.894 volts. I shutdown the computer and uplugged it and it is still running at 0.894 volts. Does that mean that the 8A bios didn't get installed correctly?

0.894v is a roundoff error. Should be 0.881 precisely. But it's working
Your crashes are for a different reason, then.

This is all I can suggest and I"m sorry if it doesn't help you, as I am not a windows or a videocard troubleshooter tech.

Do a full factory reset of windows.
    A clean installation.
It's best if you have a spare hard drive or SSD sitting around or even a platter drive with a USB to SATA Adapter or anything.
Do a clean fresh new installation of windows. I suggest the windows build BEFORE 1803. The spring 2018 update was pure garbage.
Install Nvidia driver 391.35 or 391.48. Install MSI SCM only. DO NOT INSTALL DRAGON CENTER. PERIOD.
Install the realtek drivers and touchpad.

    Then test your games.
Report back if it crashes like this.

If it does, RMA the laptop.

I think that I figured it out. I had two issues that were interacting with each other. I was getting EMI issues from a new Direct Drive wheel. Moving the laptop away from the wheel didn't solve the problem because of the issue with the 1070. Just using the new vbios didn't work because of the EMI issues. Doing both seams to have worked. Thanks for the help.
