The GIMP is a similar program, but some complain about the differences in the UI and the lack of the very advanced features the Photoshop packs.

You can try Paint.NET and GIMP, both are free and pretty good (considering they're free ).

If you don't want to pay so much for Photoshop, you might want to look into getting Photoshop Elements. Its not as powerful but a lot cheaper.

PhotoFiltre is one I've heard about.
I use Gimp, Paint.Net & sometimes GimpShop.
I want to get Photoshop Elements though....

well, get photoshop... its worth every penny (this is comming from a guy who is making almost no income, and works a minimum wage job)

I recommend Paint.net because the GIMP GUI is too complicated for me and it might be for you too. Pain.t net is pretty cool with a lot of features. (Not as much as GIMP or Photoshop but still good) And it's pretty quick loading.
