Exactly i had the same issue so i got it fixed by modifying the backup of original bios.
The green line in your screenshot shows the power throttling and i can see the voltage is locked at 1v which is not enough i guess.
any updates on that?
You basically cut the pwm wire and the fan will run at 100 speed there are different mods you, can do to put it on/off switch
