It's definitely an NVIDIA driver thing. Most likely related to the Max-Q Dynamic Boost setting in the driver.

Still not the same as running with synapse or monitoring apps off.
This is correct. Apps that monitor the GPU (Afterburner, HWInfo) when used along with Synapse will cause stuttering even on BIOS 1.04
Had the stuttering issue as well. Shutting down Synapse fixes it, which is too bad as synapse is the unlock way to get the higher CPU power limit....
