Frame rates in excess of the refresh rate still reduce input lag, which is something that many players of competitive FPS games care about.
One of the heatpipes is thinner, so maybe it was designed for a lower power GPU like the 1060 or 1070.

Heaven stutter resulting in a very low min FPS is normal.
Heaven is almost entirely GPU-bound at those settings, so the CPU makes almost no difference. ;)
