It may also be overtook by the bios.
I can't help you with Windows really. devmem2 can write pretty much anywhere in memory... There are probably equivalent "hacker" programs out...

Decoding Video is highly optimised, I doubt this would work. I'm on linux using the integrated GPU right now and that video played smoothly in 4K.
