Not enough for the crap you deal with. Buuut, BBYM is one of the better paying departments at BBY.
I worked at Best Buy in college. I had a fairly good paying position (Business Sales Manager - and I worked very closely with BBYM and their manager at the stores I rotated at), but it's not an insanely good paying position. Nevertheless, BBYM was always a hot department. Lots of people trying to get into the department.
Definitely the best department to work in. Incentives aren't too bad, either.
I'll be honest, however, it's very, very, VERY rare BBY will bring in a manager from the outside, especially with all the systems BBYM has. Generally they'll promote a BBYM Sales Lead, or get one from another store/Stand Alone Store.
Anything BBYM is highly, highly, HIGHLY coveted inside Best Buy. Not trying to be a negative Nancy - just giving you an idea behind the internals of BBY/BBYM.

EDIT: $15-25 an hour is better then i could probably get anywhere else

Oh, Best Buy's career site is a joke. It just always has stuff posted. Back in 2007, my store's career site did the exact same thing. It had several different positions listed for months and months even though they were not even looking nor was there an opening for said position. So yeah, don't trust their career website.
And if you have zero skills/work history, that makes it even more likely they'd go with a different candidate. You're managing people, a departmental budget, customer issues, etc. They wouldn't risk bringing in someone with absolutely no experience.
Again, not trying to say it's impossible to get the job, just sayin' the odds probably aren't in your favor.

i have no direct consumer management work relations but while in service i have done a ton of things that relate. I tried my best to convey that on my resume
EDIT/UPDATE: The interview went really well and I think I made a great impression but...+rep to JM you are right they leave that up and never update it. The guy looked up for any management job in any other stores but non were around but he said if he heard of any he would give me a call. They have several floor and geek squad jobs but i rather keep applying for a job that is worth while. It was well worth it to get some practice that is for sure. Hopefully they find something that works for you.

Yeah, it's definitely weird how they just have random postings for basically every position they have without actually having an actively open position.
The bank I work for, whether it's a basic teller position or a high ranking bank officer position, only has active posts for positions that are, you know, open and need to be filled.
Only makes sense, in my opinion, and most logical people.
