What OEM did you buy it from? If it keeps failing under stock overclocked speeds, you are entitled to an RMA. GOOD OEM companies like eVGA, Asus and MSI will accept an instant RMA for you.
Then again, I only trust those three (and nVidia themselves) for any of my nVidia GPU needs.

I only have to lower the Core's clock, not the shader, I've played 5 hours of TF2 with it with all the settings on high and not a single crash. A few people I know also have 550's that are at stock speeds and they run perfectly fine too, so meh.
