Dude. You rock. I think I'm going to try this with a QL-62, which is 25 watts. What happens if you leave the clock speed where it is? Or at, lets say, 1.3 Ghz?
Also, is there a way to control the fan speed? I'm thinking that might compensate for the extra heat. Maybe also try to get a command line thing at start up to adjust the clock speed. What did you use to control the CPU and voltage?

Please understand what you are getting into (voiding warranty, damage). The main problem is COOLING. The cooling system is not designed for a CPU that's 30 watts, probably not even 20. Granted it only cost me $20 for the X2, but anything could happen.
Since there's no adjustments in the BIOS (hack anyone?) and I'm not electronically inclined, I'm going to try to mod the cooling a bit.

I can't find a used QL-62 or the 20 watt you mentioned earlier.
If I leave the clock default on my Turion X2, the computer freezes up. It just can't cope with the heat. I knew this from the beginning; that's why I talked about underclocking. But it gets hot quickly, so if it isn't downclocked right away it will lock up.
I use RMclock to undervolt and underclock. It starts up within Windows. Once the computer adjusts to its new multiplier and voltage it settles down. At 1GHZ it feels snappy and it doesn't peg out on the resources. It actually is about the same temp and fan speed (low) as the original CPU.
CoreTemp reads my CPU temp at 37 and 51 (idle) so it's lopsided. Maybe I got a hot CPU or the heatsink it uneven.

Do you think the single or dual core AMD Neo from the HP DV2 might work? What is the wattage on Neo cpu anyway?

Apparently, the TK-42 (the 20W) only exists in AMDs database. I saw QL-62s on ebay last week, you have to wait for a cheap one to pop up. Alternatively, you could buy one from here for $45. I'm taking the one from my sister-in-laws old tx2000. I'm hoping I'll only have to tune it down to 1.4 Ghz or so. How do you figure out what voltage to set it at?
