According to a DigiTimes report, netbook manufactuers may not offer upgrades to Microsoft's upcoming Windows 7 operating system on their Intel Atom N270/N280-based netbooks. Low demand and higher costs are the leading reasons; while a Windows XP license costs around $25-30, a Windows 7 license will demand $45-55.

Production cost is irrelevant. It is the ability to make profit that determines the pricing. We have to be thankful for Linux, etc, in providing an adequate alternative sufficient to keep Microsoft in check. Same with AMD in the CPU market.
