use the default windows 7 drivers for the 4670, they work the best and dont crash

What do you mean by default? The driver which came on the cd? Im using the 9.6 for W7 x64 on ati website. No crashes at all? Even on crysis and gta after many hours?

I cant get ATI catalyst to install on windows 7 or in XP. It just installs a manager but not the catalyst control center or drivers.

jman, you cant use the setup with the majority of drivers, you have to perform a manual INF install and then use DNA drivers to manually select install catalyst.

I tried to manually install the driver in XP and it didnt work

I dont believe so, prehaps some aspects, i think there are specific drivers suited for xp, ill begin digging up
