I've already done a clean install of the drivers, and still nothing. Skyrim still lagging.

Yes in town also sometimes inside the caves, and houses. What drivers are you using XAcid9.

try using these settings on skyrim
Skyrim Performance Tweaks
works great for me, 60 fps inside houses and caves, 40-55fps in the outside world, 28-60fps in towns, cant complain.
Also make sure u have this driver

In town you gonna need to reduce the particles and shadow at real minimum or turn it off completely to get decent framerate because this game use the CPU to process those stuffs and it is not optimized for multi-cores processor.
This is my current setting --> Skyrim.zip
Extract both files into ..\Documents\My Games\Skyrim (backup both of your files first).
Change the value of sD3DDevice="AMD Radeon HD 6700M Series" from dxdiag output if you're using HP driver. Make both files "read only" to prevent launcher overwriting the setting or you can bypass the launcher by running tesv.exe directly.
I'm using AMD v8.930 (Nov 18) btw.

I go it to run smooth now. Thanks every one. By the way 8.930 is still a beta driver but does run smooth with BF3.
