Since you two both got P170EM, and TS doesn't seem to make any differences on you two's P170EM. I think this Turbo Boost being disabled while dGPU is active only happens on the P150EM. Because with the P150EM the boost I'm seeing on combined score is pretty huge. TS also helped both the GTX675M and GTX680M on mine.

    854/2200: NVIDIA GeForce GTX 680M video card benchmark result - Intel Core i7-3610QM Processor,CLEVO P15xEMx score: P7098 3DMarks

Max temp 73C. But that time when I testing it I was using a 3610QM, I bet with 3740QM it'd get into the 7180 zone.

I know I might be WAYYY off however, could it be possible that I'm lacking results due to my HDD and RAM? I have almost half as much RAM as you and I haven't got SSD. I am planning on upgrading both and if that does it... Im going to be shocked.

The RAM I'm using is 1600 but CL9, but not sure if this affects that much. If you ever (ever ever) want to game on the Intel HD4000 while using battery, 1866 RAMs will help a bit.
