Also, run taskmgr (press ctrl-shift-esc), look at the Processes tab, click on the CPU column (maybe twice) to sort by CPU usage, and see if anything's hogging the cpu.

I don't think there's much bloatware on the Vostros (unless you selected it when configuring) so reinstalling the OS probably won't matter much (although of course you can try it if you like).

not sure if you have already checked. but make sure it's in 'Performance Mode' instead of 'Battery Saver' mode.

Do this by clicking on the battery/plug icon down in the bottom right hand corner of your taskbar. it will have all your battery settings. if it's on 'Battery Saver' mode it will decrease your computers performance significantly.

    Good luck.

ITS NOT RUNNING IN BATTERY SAVER MODE, INFACT ITS RUNNING IN PERFORMANCE MODE. MOREOVER I MOST OF THE TIMES KEEP IT PLUGGED WHILE USING AND MODE DETAILS SHOW PLUGGED IN PERFORMANCE IS ALMOST SAME FOR ALL BATTERY MODES.

Well, without trying it yourself, we can't really tell you that. You could have defective components or it could just be the OS. Maybe check the temperatures of your notebook components? CPU/GPU/Chipset temps?
