They actually are. Clevo is using Optimus for a lot of their 600 series laptops, which they historically haven't done, so I'd say your chances are pretty good.
Odds are, the XPS 17 will be getting a 650M at most. The M17x ships by default with a 660M, and usually the XPS' highest level card is one below this, so it makes sense. I wouldn't mind a mac like design, if the mac had a windows version, I probably would have gotten that by now. I am not an apple fan, but I really like their design.

The GTX 660m chips are binned better than the GT 650m and GT 640m chips. Though they share the same GK107 core, the GTX 660m should achieve higher clocks GT 650m, which justifies the GTX branding as an "enthusiast" chip. The difference between the GTX 660m and GT 650m probably won't be all that significant, though.

HP has released DV6/DV7 with Ivy Bridge & new GPU's. So, Dell should not take too long from now.
