It has to be a BIOS reporting issue, As far as I know no mobile Sandy Bridge CPU is supported to run 1866 mhz RAM.
And for 1666 mhz it requires > 2710QE CPU.

Yes whatever your pc is telling you, it is not running at 1800mhz.
