Well, once the key is registered, it's locked. (I believe it can be unlocked with certain permission, but not sure) Good luck with finding one able to be played on your account used. Steam registers the key with the user.

If user A installs it on his/her computer, then sells it, can user B still install and play it? Can user B install and play it when user A removes it from his/her computer?

or User A has to give User B his/her whole steam account, and then make a new one. this is assuming that User A has only Orange Box installed on that Steam account
