Default Very Disappointed w/ used notebook purchase

I recently bought a notebook from someone on this forum and I am wondering how I should go about getting my money back? I asked him before I bought the notebook if there were any scratches or damage on the notebook and he told me it had zero scratches. But when i received the notebook the lid has numerous amounts of scratch marks, which is a complete eye sore to me. Also he said he would include the original box, which I didn't receive either. Furthermore, I can't even use the notebook since he didn't do a clean install for me. Right now the start button on windows does nothing. When I try to use the recovery partition by pressing F10, I am prompted to enter a password. I also wait a week and a half for the notebook, even though he said he would ship it next day.

I am just fed up with all of this and want my money back. I will of course return the notebook. I am just wondering if I should file with paypal first or should I just contact my credit card company since I paid with credit card through paypal. I tried calling him but the number is now disconnected. Any help?

you should contact him, and see what he says if you cant resolve it between yourselves then you need to get paypal or your card company involved.

I am calling him now but the number disconnected or something. Say number I have dialed is not a working number.

If you payed by credit card via paypal, then you i'm sure you can file a claim with your credit card company and get your money back.

The original poster should not be revealing the member's username to us. It is none of our matter to know who he/she was trading with, and NBR wouldn't want any user being "insulted" or "attacked" for it.

However, to the original poster, if you sincerely believe you may have been scammed, contact the NBR moderators or an administrator explaining the issue and the username of the member.
